In a bold move to combat corruption, President John Dramani Mahama has ordered the freezing of assets belonging to individuals implicated in the National Service 'ghost names' scandal—a fraudulent scheme that has drained millions of cedis from public funds.


Delivering the State of the Nation Address on Thursday, February 27, President Mahama disclosed that investigative bodies have been tasked with tracing and freezing the assets of all suspects. He also announced that those who have fled the country will be declared wanted to ensure the full recovery of stolen funds and hold the perpetrators accountable.


"As part of Operation Recover All Loot (ORAL), I have already directed our investigative bodies to ensure the culprits behind the National Service ghost names scandal face justice. Such blatant theft of public funds cannot go unpunished. It is estimated that over 80,000 ghost names may have yielded more than GH¢50 million every month," he stated.


President Mahama further revealed that some suspects have already left the country, prompting his instruction to declare them wanted while their assets are frozen pending investigations.


The scandal was uncovered through a nationwide audit of the National Service Authority (NSA), which exposed the systematic inclusion of fake names on the payroll. This allowed corrupt officials to withdraw salaries meant for genuine National Service personnel.


Investigations suggest that high-ranking NSS officials, district directors, and payroll administrators collaborated to create fictitious identities, facilitating the misappropriation of public funds.


The government’s firm stance on the matter reflects a broader strategy to tackle corruption and recover stolen state resources.
